THE FUTURE OF WESTYN BAY IS IN YOUR HANDS!
JOIN OUR GRASS ROOTS EFFORT TO RECALL 3 MEMBERS OF THE HOA BOARD
WHY?
Why Must We Recall 3 Board Members Now?
It is now up to us, the Westyn Bay residents to finally push the community into a positive direction. We can no longer allow members of the board to act lawless and infringe on our rights as residents. We can no longer allow some to be held to one standard and others to do as they please.
Recalling the 3 HOA Board members who have demonstrated they cannot be trusted is imperative to our success as a community!
THE TIME IS NOW!
This picture isn't from an episode of Law and Order...
This is the HOA President and Vice President TRESPASSING!
This image was caught on a neighbors camera system recently. It shows the HOA President (Carl Barrett) and Vice President (Greg Keethler) trespassing ILLEGALLY on someone's property.
This is NOT OK! Every Westyn Bay resident should feel safe in their home. WE MUST RECALL BOTH OF THEM!
OUR MISSION
Our mission is to cultivate a vibrant, inclusive, and thriving community in Westyn Bay, where every decision is made with the well-being and interests of our residents at heart. Guided by a dedicated board of individuals who are deeply committed to serving the community, we strive to create a safe, welcoming, and prosperous environment for all. Our focus is on fostering a sense of unity, ensuring transparent governance, and enhancing the quality of life for current and future residents. Every initiative we undertake is rooted in the shared goal of making Westyn Bay a place people are proud to call home.

MEET THE CANDIDATES
TOM OGLE
656 Postrio Way
Born and raised in Orlando, FL, and a homeowner in Westyn Bay since 2008, Tom holds a Bachelor of Science in Electrical Engineering from the University of Central Florida and has 38 years of experience as an Electrical and Electro-Optics engineer at Lockheed Martin Missiles and Fire Control. Tom has served on the boards of Huntley Park HOA (4 years) and Westyn Bay COA during development.
Tom has strong architectural background, and has completed various home improvement projects, including electrical, plumbing, and remodeling work. Tom is also proficient in carpentry, electrical and tile work.
BRIAN SMITH
2951 Cardasso Dr
Did you know that in Florida, a homeowner's association is a nonprofit corporation? Most of Brian's career has been dedicated to the nonprofit sector, where he's served as a Communications Director, Business Administrator, and Executive Pastor.
Currently, Brian works as a Partner Strategist for a company that provides essential business services—such as finance, payroll, and compliance—to churches and nonprofits. In this role, Brian handles financial reporting, operational resources, and leads a team of bookkeeping and payroll specialists. Additionally, Brian serves as an Elder at St. John’s Presbyterian Church in Winter Garden. With a background that includes a Master’s and Doctoral degree, Brian's guiding principle is that a Board of Directors exists to serve its community, not the other way around.
My wife and I have been married for 24 years, and we have two children in college.
Brian is not related to Tiara Smith, also a candidate.
TIARA SMITH
629 Palio Ct.
Tiara was born and raised in Palm Beach, and has been a homeowner in Westyn Bay since 2019. Tiara earned a full-ride Division 1 soccer scholarship to the University of South Alabama, where she graduated with a Bachelor’s degree in Criminal Justice.
After managing restaurants for six years, Tiara transitioned to the alcohol industry, where she has spent the past eight years, with the last four managing statewide operations for an importer and distiller, overseeing my alcohol portfolio.
Although Tiara doesn't have an architectural background, she is fortunate to have a significant other with over 15 years of architectural experience across government and entertainment projects, whose expertise she can always rely on.
As a former high-level athlete and manager, she has learned that success is a team effort, and strongly believes in the power of collaboration. Her experience in leadership and sports has taught her the importance of compromise, effective communication, and working together to achieve common goals. Teamwork truly makes the dream work.
Tiara is not related to Brian Smith, also a candidate.
MORE REASONS WE NEED CHANGE
Silencing the People
After removing the legitimate, community-elected Director without cause from the Vice President role, the Board members made a motion and voted to place an appointed (not elected) Director into the Vice President role. After they reorganized, they made an unprecedented move to restrict the former Vice President from directly requesting any information from the management company and voted that all direct communications from the Board with the management company could only come from the officers.
This means the only newly-elected board member was removed from his position so that they could censor his direct access to the HOA information. This is outrageous. He received the second-highest number of votes and should be empowered to represent the priorities of those who voted for him.
We should all be asking why would he be targeted, removed from his role as VP without cause, then restricted from directly requesting or accessing HOA documents? Help us uncover answers to these questions. Better yet, let's ensure it never happens again.
Watch the August 20 Board meeting by clicking here, or on the adjacent video, to see this outrageous action take place. It took them only 20 minutes to make their play. Help us RECALL THE BOARD!
Lack of Communication and Transparency
In June, the City of Ocoee Planning & Zoning Commission (OPZC) brought before the citizens a proposed Goodwill store behind the Wendy's on Clarcona-Ocoee Rd. Were you ever contacted by our Board about this? We certainly were not.
Regardless of your position on the Goodwill proposal, the lack of communication to discern the will of the residents of Westyn Bay before speaking "on our behalf" is not serving the community. Of course, you have every right to speak your mind as an individual, but if you tell the Commission that you represent Westyn Bay without ever asking the will of the people then it's time we have a Board that will communicate with us.
You can watch the June 11 OPZC meeting by clicking here, or on the adjacent video. Their "representation" begins at 22:30. Do you want someone to speak for you who has not asked your views on the subject? Help us RECALL THE BOARD!
HOA President and Vice President BREAKING THE LAW
We must not forget about this ILLEGAL, intrusive act that occurred recently. There are laws that protect peoples property and their right to privacy, but did you also know there are laws that govern how HOA's must act? Here's a spoiler alert - THEY ARE NOT ALLOWED TO DO WHAT YOU ARE SEEING HERE. This is unethical, ILLEGAL and should be grounds for immediate dismissal of their duties on the HOA Board or Directors.
IT IS IMPORTANT THAT YOU RECALL ALL THREE MEMBERS : Carl Barrett, Greg Keethler and Gary Johnson. There is no room in our community, or our lives for people like this! RECALL THEM TODAY!

WHEN WE SAY CHANGE, WE MEAN CHANGE!
If this effort succeeds, the new Candidates propose a series of important changes to benefit you, the residents:
Transparency and Accountability: We believe in leadership that is open, transparent, and responsive. To enhance this, we will introduce live Board and ARC meetings, accessible both in person and via simultaneous Zoom for those who cannot attend. Meetings will also be recorded and made available for later viewing. Additionally, we will ensure ARC rules are well-documented and published, protecting your property rights and enabling improvements that increase the value of your home.
Effective Management: Effective resource management is essential. We will conduct member surveys for major Board decisions, ensuring that your input and feedback shape our community’s future. Your concerns will be addressed promptly, and decisions made with member engagement.
Community Well-Being: Every resident’s voice matters. We are committed to fostering an environment where diverse opinions and viewpoints are not only welcomed but respected. Residents will no longer be disparaged for speaking up. We will actively listen, take notes, and follow up with resolutions or decisions.
No More Appointed Board Members: Every seat on the Board will be elected by the members. We will also ensure a fair annual voting process. Currently, you must select the secretary to cast your vote or write in a candidate. Our proposed rule ensures that all proxies given to the secretary will be split evenly among the candidates, with any remaining proxies voted on by the secretary.
These changes are aimed at building a more transparent, fair, and community driven by everyone - not just a few.
